Changing Jobs in Estonia Just Got Easier
Good news for foreigners working in Estonia.
If you hold a work-based Temporary Residence Permit (TRP), changing employers no longer automatically means starting the entire residence permit process from scratch.

Instead, your new employer can register the job change with the Police and Border Guard Board (PPA) by submitting the required documents, including the employer’s invitation, a copy of your passport, proof that the position meets salary requirements, and permission from Töötukassa if required.
There are also situations where Töötukassa approval is not needed, including when changing roles within the same company or when you have already lived and worked in Estonia continuously for at least 12 months on your current work permit.
One important thing to remember: you must wait for a positive decision from PPA before starting work with your new employer.
Your current residence permit card remains valid until its expiry date and does not need to be replaced simply because you changed jobs.
The update also provides some security if your employment ends unexpectedly. In most cases, you can remain in Estonia while looking for a new job for up to three months if you have lived here for less than two years, or up to six months if you have lived here for more than two years.
Overall, this is a welcome change that makes changing jobs in Estonia simpler and less stressful for foreign workers
